I want to be able to send commands through wireless up to a range of about 1 mile. Does anyone know of a cheap, unlicensed band RF transceiver module that will take any kind of digital communications protocol and make the wireless?

    Hello,

Are the two points to connect fixed or mobile?
If they are fixed you could even use IR, like in the ronja project:

They aren't necessarily fixed... I was hoping I could use something like the SoC zigbee solutions from TI, but with a special high power front end.

For long range you probably want VHF not UHF.

This is genericaly the type of thing you could use, but make sure you pick a frequency that is legal in whatever country you are in...

There are many makers of this type of module, the above is just the one I found.
