Can anyone tell me how a 4 pin oscillator is connected to the clkin and clkout pins? I have attached the circuit layout. It is a 20MHZ EPSON oscillator with pins Vdd, GND, Out and OE or ST.

Oscillator OUT to PIC pin 13.
PIC pin 14 no connection.
This is described in section 12.2 of the datasheet. In case you do not have it. get it here http://ww1.microchip.com/downloads/en/devicedoc/30292c.pdf

I always just used three pins, Vcc,Gnd,Out, and ignore the output Enable/Disable.

The pinout may be the same, but that is definitely not an Epson 20MHz oscillator, as specified by the OP.
Here is one, but it still may not be the OP's choice.
You are right, but if the OP know the meaning of pin of crystal, then he still can connect to the right pin.

the pins for these are normally the same
So in the diagram what are the pins either side of the oscillator? In my tutorial book it says pins 13 and 14 must always be connected and doesnt really go into anything else about the oscillator.
Then your tutorial are wrong. In your case you need to connect the out pin to pin 13 on the PIC. And at the same time select HS, XT ORLP OSC CONFIGURATION
