A light dependent resistor and a comparator should do.

Once the resistor sees headlights, the comparator output would go through an AND gate to see if you are in "High-Beam" mode. If so, it triggers the high-low relay switch.

should give you plenty of information on this system and its drawbacks.

The "Autronic Eye" was developed by General Motors in the 1950s. One of the key problems seems to have been interference from other light sources such as street lamps, leading to spurious switching.

From experience with a 1987 Lincoln Town Car, the auto dimmer can't be set to dip reliably for oncoming headlamps (that is to say, before they get uncomfortably close) and not also dim the headlamps for roadside signs.

The one on our 1954 Olds was simply useless.

I believe some places (Chicago?) forbid using high beams at all. Having an automatic system might lead you to forget and leave it on, risking a ticket.

Here in Canada, people from one country (guess from where) drive with high beams always on (they blind everybody else) or with daytime running lights plus parking lights on at night (they can't see anything on the road nor ahead).

Drunk people drive with no lights on at night.

Hey, everyone down here knows that. We keep our high beams on so you know we are not drunk Canadians. Alas, it is hard to tell a drunk Canadian from an ordinary Canuck.

Canadian cars have had daytime running lights for 22 years. They cannot be driven with no lights. The drunks driving with no lights at night are either Canadians driving American cars or are Americans.
