Default Counter Circuit for model wind turbine shaft.

I have a built a model wind turbine and would like to count the speed of the shaft, it will be rotating at about 1000rpm-1500rpm.
I will mount a disk on the shaft with a cut slot and place a slotted optical sensor, this is all I know I am not sure about the circuit and how complex it will be to display the speed of the shaft. I have little experience in this, but I would love a cheap and simple circuit that would fit on a 3 x 3 board.

You don't say what you are going to count the pulses with, but here is a link to a project using a photointerrupter -
First comes the hardware, then the software.
