Default Digital metronome need help

HI everyone m preparing a science project n i found this really cool metronome circuit i found it on the internet

m very much interested in making this but i need help...
so if ny 1 out there can just breifly explain the basic principle of this circuit ill b really thankfull..
please help asap
i need to make it urgent just have 10 days for it

Without any partnumbers and values it is not easy to explain.
Take a look at the page you found the schematic.

It would be nice to have the Timezone ( GMT +/- x ) in the location field in the profile.
