Here is just a thought, bare bones at that. When triggered, top SCR charges cap untill current drops below holding current . Bottom SCR dumps charge on demand . May add small inductance to control initial discharge rate. Control SCR gate with pulse transformers or optical couplers .

Just use a power MOS for each capacitor driven by PWM (high side drive) as to control the current through it.

Note that the charging current to the capacitor will not be constant but it will decrease as the capacitor charges because your power supply voltage is constant.

Then use another power MOS for each capacitor as to deliver the charge to the lamp.

Also, with the voltage tripler you won't be able to obtain high currents. Better to use a step up transformer followed by a rectifier.
