The task is probably more than that PIC can handle, but you don't say anything about the function of the microcontroller, so it's hard to know.

One thing you will need is a video digitizer. It can be just the IC - http://www.analog.com/en/audiovideo-products/video-decoders/adv7181c/products/product.html - with you making the PC board to support it, or you can find commercial converters.

What is the PIC supposed to do? The data comes very fast.

You are going to have to provide a LOT more detail than that if you want help. People here are very helpful but you have to put in at least some effort on your own.

A PIC Will allow you to turn the camera power on and off, but not process any video.

As others have stated, a MUCH more detailed description of what you are trying to do is required for us to even guess at answering what your question may be.
