I guess it has, here is what is under the sticker:
If this is a relatively modern fan it is most likely BLDC, internal circuitry, vary rare to see a DC PC motor fan now.
...up sircuit, there would be a big problem, the 555 only draws 15 ma max, and outputs 225 ma max. even figuring in the 4.7 k resistor current, thats no...
Most Wall wart supplies now are regulated SMPS and compact and light.
I made my first simple PLC from Motorola MC14500 1 BIT processor!
Fun at the time!
If the current is relatively small and fairly constant, a simple resistor, cap and 5v zener works fine.
...There are some L.S. circuits here under 3 wire control section etc.

Stacking one supply on another implies something different that both using the same common reference point.
...the other is magnetic latch/unlatch types.
The first drops out with power loss, the second stays retained (memory) in the absence of power.
becasue if the 555 is hsorted, the cureent will be max. and the voltmeter will read max because it isnt real, with the limitations on the power...
See TIP-14 & 15.
...line, they have ECCP modules which are specific to PWM motor control, where several other modules or processes can operate simultaneously.
And your Watt meter is connected incorrectly.
your 555 is drawing max current, either it is bad or the connections to it are shorted.
